Hi, my resale purchase is expected to complete in May. We have the reno indemnity form signed. Can we start to apply for the permits even before we "endorse the resale documents or received the resale approvals" ?? If not, when is the right time to apply for it? We are a bit tight with the time to do the reno n shift out... Thanks

Hi,

1) You should only start your renovation upon completion of an inspection conducted by HDB. HDB will inform the seller of anything that is not in order.
2) You may discuss with the seller on those non-compliance items. If you already prepared to demolished those items and reinstall them, you may take over and apply for your renovation permit.
3) If those non-compliance items are not on your reno list, you should wait till the seller fix those items and get HDB approval before you start your work.
4) Ensure your contractor is listed under HDB approved contractor list before you engage them.

You generally can’t start applying for renovation permits until the resale transaction is fully completed and the HDB resale approvals are issued. The indemnity form just lets the contractor know you’ll take responsibility for the work—it doesn’t give legal permission to start early.

The safest approach is:
• Wait until you’ve received HDB’s resale completion confirmation.
• Then submit your renovation permit application.
• This ensures no issues with HDB rules, and your contractor can start work legally.

If you’re tight on timing, some people prepare all the paperwork and quotes in advance so the permit can be lodged immediately after completion. That helps shave off some waiting time. Read More
